PCB Shipments Rise 23.5% While New Orders Fall 35% — What Does This Mean for Electronics Manufacturing in Q4 2026?

North America's PCB and PCBA manufacturing markets are showing a surprising contrast. PCB shipments are growing strongly, new PCB orders have pulled back, and EMS bookings continue to surge. The latest industry data suggests that the challenge for Q4 2026 may be less about overall demand and more about converting orders into reliable, on-time production.

PCB Shipments Rise 23.5% While New Orders Fall 35% — What Does This Mean for Electronics Manufacturing in Q4 2026?

PCB shipments are rising. New orders are falling. And electronics assembly demand is accelerating.

At first glance, these numbers seem contradictory.

According to the Global Electronics Association, North American PCB shipments increased 23.5% year over year in August 2026.

However, PCB bookings fell 35% during the same month.

Does this mean the PCB market is slowing down?

I don't think one month's order decline is enough to reach that conclusion.

Consider the broader figures:

• PCB shipments: +23.5% YoY in August • PCB shipments YTD: +15.5% • PCB bookings YTD: +38.7% • PCB book-to-bill ratio: 1.29

July PCB bookings had also surged 62% year over year, making August's pullback easier to understand in context.

Meanwhile, the electronics manufacturing services (EMS) sector tells another interesting story.

In August, North American EMS bookings increased 53.5% year over year, while shipments grew only 1%. The EMS book-to-bill ratio reached 1.39.

These figures come from separate industry surveys, but together they raise an important question:

Are electronics manufacturers receiving orders faster than they can convert them into finished products?

Strong bookings do not automatically translate into immediate shipments.

Production still depends on material availability, component sourcing, engineering readiness, capacity allocation and quality control.

For complex PCB and PCBA projects, these constraints deserve particular attention.

High-layer PCBs, HDI structures, controlled impedance and advanced assembly requirements can make production planning more demanding.

From the manufacturing side, my interpretation is that Q4 procurement teams should pay closer attention to three things:

Material and component availability before confirming delivery commitments.

Whether suppliers have the process capability and capacity to support the required project.

Whether quality and delivery performance can remain consistent as order volumes change.

The key is not simply finding a supplier who can provide a quotation quickly.

It is understanding whether that supplier can turn the quotation into repeatable production.

My view:

The PCB market is showing strong underlying activity, but demand and production are not moving at exactly the same pace.

For buyers, distributors and electronics manufacturers, supplier evaluation in Q4 should focus on execution capability, not only quoted price or nominal factory capacity.

A strong order book creates opportunity.

Reliable delivery turns that opportunity into business.
